There was an official ruling from NN on WotC, you have to declare whether you are doing 1 or 2 at the start of each phase, not after init. So you can change each time its your turn to go. Here is an example:
-So you're starting first and you declare 1 or 2 minis.
-You do either 1 or 2 activations, no switching to "man I really intended to do 2 this round and not 1"
-Your opponent does his activations, he doesn't have to declare unless he has Dodonna or origianalTarkin.
-Now your turn again, so you declare whether you want 1 or 2 activations.
-Now you do your 1 or 2 activations.
